ReCycle (and the REX-format) may no longer be as big as they used to be — there was a time, late 90's - early 2000's, when ReCycle fully deserved its epitheta 'ground-breaking' and 'game-changer' — but Reason Studios obviously still sees some life and even a future in the old thing so they've updated it (mainly to make it compatible with today's OS's, I suppose) and re-released it as a free download.
Compared to the beatmangling acrobatics which software of more recent years is capable of, ReCycle may seem basic and simple — and it is — but basic and simple are often exactly what you need. Also, if you still work with Spectrasonics' Stylus RMX: converting loops into REX-files is a great and easy way to expand/customize Stylus RMX's sound content.

Ah yes! Your point about Stylus RMX is well taken.

Stylus has a way to convert rx2 files to SAGE, but no way to convert WAV to rx2.

Yeah, ReCycle was ground-breaking roughly 30 years ago. It fills me with nostalgia to think about it. As a freebie now, it’s probably worth picking up, especially as you say for Stylus RMX (and of course, Reason) users. It’s been ages since I used any of these products, but they still do the job and are worthwhile to own and use. Maybe I’ll take this opportunity to revisit them.
